Bug Description

Scrolling becomes disabled within a referenced board when the cursor is within the bounds of a referenced view embedded in a document.

How to Reproduce

Create a new referenced view and scroll.

Expected Behavior

I want the scroll view to be applied to the entire document unless if I've hovered my cursor in the paper for about a second or two.
