Bug Description

Click the plus icon at the top right of each stack will create a new card appended to the bottom.
I expect that it would add a new card to the top of the entire stack

How to Reproduce

As shown in the screenshot

Expected Behavior

the new card is added to the top of the stack

Operating System

Windows 11
