Description

This is a Master Issue for Reminder Improvements.

This includes:

Show "Upcoming" tabs in the Notification hub to show upcoming reminders
Add Settings option to disable local notifications
Support "Group-by-date" in the Notification hub

Impact

Enable users to more easily manage and digest information from Reminders/Notifications in general
Enable users to stop notifications from occurring locally (Eg. for users who does not use Do not disturb mode)
