Description

This is a Master issue for Notification Improvements.

This is related to #3596 but this issue focuses only on Notification behavior.

This includes:

Replacing Deletion behavior with Archiving
Adding Archived tab to Notifications hub
Allow NotificationActions to include jump to block-behavior
Show partial block in Notification Item

Impact

More organized notification hub
Align behavior of archiving notifications with similar applications and use cases
Provide a visual hint as to what a notification/update/reminder is about (partial block)
