Description

Some emojis are not available at Win 8.1.

Yep, emojis are typed as Unicode-symbols, but they are not displayed.

E.g., I don't have this problem on Telegram, 'cause it already implemented some emoji packs.

IDK how to implement Twemoji ecologically, but...

Impact

Full & modern emoji support. Also it brings independence from OS.

Additional Context

Unfortunately I didn't find previous issue to add my request there.
