Bug Description

When sync is disabled for appflowy cloud beta, uploading an image to a gallery doesn't add it to the gallery block.
I get: "One or more images failed to upload, please try again."

How to Reproduce

Disable sync in appflowy cloud beta.
Upload an image to an existing gallery.

Expected Behavior

Should upload. Regardless if it's not connected to cloud, I think it should save the image to the appflowy data folder and of course show it in the gallery.

Does this also happen in a normal image block? Or does it just store it in local data folder.

Happens too but there's a more descriptive error message. I'm not seeing it in io.appflowy.appflowy/data.
