Bug Description

Selecting "include time" in column settings of "Date" type of column doesn't do anything and we have to select "Include time" option everytime we fill a cell.

How to Reproduce

Create a column of "Date"
Toggle "Include Time" in it's property
Now fill Date and time in a cell

Expected Behavior

No need to toggle "Include time" in every cell when we have already done that for whole colum

WIN 10

The intended behavior for the toggle in the type-option editor is that it will override the field's includeTime setting for all the rows in the database. Then, the same setting can be toggled separately when needed. This will provide users with more fine-grained control while being able to apply the setting more generally.
