If I deploy it privately, can I access it on the web, similar to notion?

Impact

People who often need to work on a mobile computer or do not want to install the installation package

This!
With the fact that Flutter apps can be deployed to the web (transpiled to JavaScript), there should be a web app, it would make things easier if self-hosted since people won't need to install any other app
