Bug Description
Users are unable to create a Workspace and Space when the Cloud Settings are set to Local. This issue does not occur when Cloud Settings are switched to AppFlowy Cloud mode.
How to Reproduce
Open AppFlowy and navigate to Settings.
Set Cloud Settings to Local mode.
Attempt to create a new Workspace and/or Space.
Expected Behavior
Users should be able to create a Workspace and Space in Local mode, similar to the functionality available in AppFlowy Cloud mode.

@Firues , local mode is not suitable for teams to use as there wouldn't be permission control and syncing services. I'd recommend that you check out our self-hosting solution, which comes with our full feature set.
