Bug Description

When I create a filter and have not selected or entered anything, the entire data set should be returned. Currently, the default is an empty data set if nothing is applied.

How to Reproduce

Create a filter on a dataset but don't apply any filter values

Expected Behavior

The entire dataset should remian

Operating System

Windows 10
